No Need For Needs Based Training

My roommate’s employer offers a needs based training through their employee development and training department.  No one ever requests to participate because they must undergo a complete performance assessment and review before they are cleared to participate.  The last person to volunteer to  do this was let go as they met to discuss their assessment.  The employees think that this is just a sneaky way to trick them into being fired from their job before they can collect any benefits. So far, no one is jumping into the pool.  If this continues, they will have to come up with an alternate plan.
